Passed Japan's National Bar Examination in 1984 and started his lawyer's profession in 1987. He has been involved in various international human rights issues including the confirmation of nationality of Japanese people left in the Philippines and the activities to support Myanmar's democratization. At the same time, he has been actively engaged in Japan's domestic issues concerning human rights and environment including the launch of the Isahaya Higata Emergency Relief Tokyo Office. Recently he has made some proposals including a removal of the ban on advertisement by lawyers (achieved in 2001), and called on a reform of legal services by lawyers who, he said, should be medical doctors caring for people.
